Changes to Hamilton's Recycling Program
Materials collected through the blue box program are processed at the City’s Materials Recycling Facility after which these materials are sold to domestic and international end-markets.
At the end of 2017 and into 2018, there has been a significant amount of volatility in the end-markets which accept recyclable materials. This was partly due to the China “National Sword” campaign which was introduced on January 1, 2018 in order to eliminate the import of illegal “foreign waste” and other products into China. This change has caused challenges for many communities in North America and internationally.
The result of the “National Sword” is that most global end-markets have imposed higher quality standards for recyclable materials and they are limiting the type of materials they are accepting. Black plastic is one commodity which has been impacted by this change and many end-markets are limiting the acceptance of this material.
In order to improve the marketability of Hamilton’s blue box materials,the City has introduced changes to the recycling program by removing black plastic from its recycling program. Please see above diagram illustrating this change.
